MEETING MINUTES – May 21, 2009
The meeting was called to order at 7:08 p.m.
37 people were in attendance.
The April 19, 2009, minutes were read and accepted.
Officers’ Reports
President’s Report: Kim presented an update from Junction Street Properties on the redevelopment of the Allene Avenue site. They are working on the property to remove asbestos and to monitor any possible pollution of the groundwater at the site. Officials from the company will be attending the next meeting to offer a report on their progress in negotiations with the EPD.
Vice President’s Report: Absent.
Secretary’s Report: No report.
Treasurer’s Report: Tony Thaxton, Jr. reported that we have $1856.80 in our SunTrust account, $491.57 in our PayPal account, and $1504.62 in dedicated funds. The total of undedicated funds is $843.75.
New Business
Pam Young, Consultant on City of New HOPE: Ms. Young presented her request that the association vote on a Special Use Permit for the project. She says the Emmanuel CDC has met with the city. An architect has been hired and has suggested changes for the building. Ms. Young said these are in line with requests from a group of urban planners and architects in the neighborhood. Kim asked about a portfolio from Ms. Young, but she was unable to provide one. She said that Greg Kooms of New Beginning Designs is the architect for the project, but did not provide any more information about that selection. Questions arose about what the neighborhood is specifically voting on, and whether the neighborhood will be approached about this project again. A contentious debate followed, with several neighbors advocating for a deferral of 30 days so the neighborhood could have a better understanding of what the Special Use Permit entailed. Others felt that the neighborhood was adequately informed about the permit, and what it would mean to approve an assisted-living facility on that block. Eventually, a motion to defer consideration of the permit was defeated by one vote, and a motion to approve the permit was approved. Consideration of the permit now goes to the NPU and the land use committee. A vote on the permit will be held at the next NPU meeting on June 8.
City Council President Mary Norwood: Councilwoman Norwood appeared to discuss her vision for the city of Atlanta. She is running for Mayor, and gave a short presentation, after which she took questions from the community about what she would do as Mayor.
New Vice-President: The board brought up a motion to discuss nominations for Vice-President. Jackie has been unable to attend meetings since her election in December. A motion was made to open up nominations. Tracy Dummett volunteered to run for VP. She was approved by a nearly unanimous vote.
