The meeting was called to order at 7:05 p.m.

    15 neighbors were in attendance.

The December 18, 2008, minutes were read and accepted.

President’s Report: We are invited to the Adair Park meeting, First Tuesday of every month if we would like to attend.

    Vice President’s Report: Absent.

    Secretary’s Report: None

    Treasurer’s Report:
Tony Thaxton, Jr. reported that we have $3051.25 in our SunTrust account, $371.03 in our PayPal account, and $2900.00 in dedicated funds. The total of undedicated funds is $522.28.

    New business:

    Councilperson Joyce Sheperd:

Joyce discussed a recent break-in in the neighborhood. Car was stolen at 1392 Athens Avenue. 911 operator put her on hold for an extended period of time. Joyce is requesting a tour of the 911 call facility to understand difficulties with wait time.

She’ll be leading a meeting next week to discuss the NSP.

Joyce discussed Great American clean-up and other Earth Day activities. If the neighborhood is interested in pursuing this opportunity we will need to speak with Joyce’s office. She’ll be sending out an email to solicit support in the near future.

She’ll also be out on Thursday conducting a census of homeless people living in the city of Atlanta. She is looking for volunteers to help with the count from the hours of 11:30pm to 5:30am.

Friday morning, suspects in a local case will be appearing before a judge, 9:30 a.m. at Fulton County Courthouse at 185 Central Ave, courtroom 8-E.

Jon Ritger – Disc golfers were out once in December. On February 1, there will be a three-hour park clean-up from 9:00am to noon, followed by a tour of the new course. The following Saturday, there will be a tournament benefiting the Sullivan Center on the new course. The neighborhood is invited to join them for both events.

Lt. Rodney Bryant – Assistant Zone Commander – Appeared in place of Major Finley. Within one miles radius, there are six current or former police officers in the area. Since Zone 3 has taken over CV, crime has dropped drastically. Major Finley has different initiatives, including concentrating officers in one small area rather than spreading them around. Foot patrols have been used in CV, but the focused plan hasn’t been utilized in CV yet. Zone 3 is also more aggressive with code enforcement as well. Year to date, crime has dropped. Lisa Yeiser asked about banishment and a criminal who has been banned from CV but has reappeared in the neighborhood. He suggested calling 911 if we see anyone who has been banished from the neighborhood. He also encouraged neighbors to call him on his cell or email him with any questions: 404-803-7615 or rbryant@atlantaga.gov. Lisa Yeiser asked Lt. Bryant to visit Perkins Auto Recycling, and about that business’s numerous code violations and the neighborhood’s concerns. A spirited discussion ensued, and all agreed that the neighborhood should renew its efforts to eliminate this business from CV.

Lisa Yeiser – Asking anyone who knows of dogs kept outdoors to let her know so they can supply shelter for these pets. She has resources available to provide food and shelter for these dogs so they can survive the long winter. Anyone who knows about addresses with dogs kept outside should email info@capitolview.org.

Laurel Rummel – Thanked everyone who supported the bond referendum for new Fulton libraries. Bond will allow construction of 13 new libraries, and new branch on Metropolitan will be one of the first five. February 12 at 6:30pm there will be a get-together to discuss the new Stewart-Lakewood library.

Starting in January, the meetings for friends of the Stewart-Lakewood library will be held on the second Thursday in each month at 6:30 p.m.

Ryan and Laurel wrote a grant, which was awarded $2,000 for a new literacy station at the library. They are seeking another $600 to purchase the station.

    Meeting adjourned at 8:05 p.m.
